I had the same problem on the second island. Get to the third island and complete the goals that you can, or discover new parts of the island. After you have done that it should say make dirt or something in your plans. Make that in your plans then use a hoe to be able to grow something. NEXT plant any growable crop that you want to grow. I would suggest growing something that that island does not have so you dont have to travel to other islands just for one item.
