A dog with severe or chronic itching needs to be examined by a vet. You need to address the underlying cause of the itch, not just the symptoms.

Severe itching can be due to a thyroid disorder, skin mites (some of which are microscopic, so you wouldn't see them), fleas, boredom, an allergy, diet, or many other things. Treatments will vary depending on what the cause of the itch is.

If the dog is scratching or chewing on himself enough, there may be a secondary bacterial or yeast infection which also requires treatment. Prompt treatment makes for a faster, and less expensive recovery. Not to mention your dog is in agony.
