This question could use a little more defining. Are you trying to get video from a DVD, or is the video file on your computer? What format is the video in?

If it is on a DVD, and you bought the DVD, then it is illegal to do anything to that movie except watch it. If the movie file is on your pc, the you can open Windows Movie Maker, import the video, then do what ever you want to it.
