'Burning' onto a disc is simply writing information to the disc. Needed to do so are the disc drive that is able to 'write' to a disc, the disc that is able to accept 'writing' and the software to do so.
There are several programs to do this. Windows Media Player is built into windows XP and later operating systems and is able to burn music CD's. First you need a CD recorded type of drive in your computer. Place a blank disk into the CD recorder drive (use a CD-R disk for best compatibility.) Open Windows Media Player and select "BURN." Then just drag the songs from your library you want on the disk to the burn list and arrange the songs in the order you want them on the CD and click "Start Burn."
You may have problems playing the CD on some CD players if you put more then 16 songs on one CD. You also need to make sure the list of songs selected will fit on the disk (you can't make 100 minutes of music fit on a 80 minute CD.)
When you have iTunes open, click the File link in the upper left corner, then select New Playlist. This will create an Untitled Playlist, and you can add all the songs/podcasts/etc. you want to put on the CD. Keep in mind that most CDRs can hold up to 120 minutes of material, so don't exceed that limit.
Once you have your playlist finalized, click the Burn Disc button on the bottom right corner of iTunes. You'll get a message that asks you to insert a blank disc. Put an empty CDR in and the disc will burn automatically.
To cut a song and burn it onto a CD use software such as Audacity. With Audacity opened, open your song file, go to the point you want in the song, hit delete. Export the file as a WAV file than import into Windows Media Player where you can burn onto a CD by clicking the Burn Disc tab.

Either: Drag files to a blank disc icon and click the Burn button or right click on the Desktop and select New Burn Folder from the menu to make a folder to keep files you will want to burn to disc later or use iTunes and create a Playlist of items you want to burn and then right click on the Playlist's name and select Burn Playlist To Disc.
Group the songs you want to burn into a playlist. Right click on the playlist's name and select Burn To Disc from the menu that appears or select the Playlist and then select Burn Playlist to Disc from the iTunes File menu.
