To decrease the size of a partition and create or enlarge another partition, you would need software. In the past, you would have to delete the partition table (and all your data as a part of doing this) and create a new partition table with the desired partition sizes. But for many years now, there has been software available to allow you to modify things on the fly without deleting everything first, though you should always have backups just in case the process goes wrong.
