You probably mean the Light arrows. You get from Princess Zelda in Temple of Time when you have beaten all of the temples, rescued all the sages and collected all of the medallions.
You mean as an adult or a kid? If you mean as a kid, just go to Kakoriko Village. They're running around all over the place. As an adult, they're trapped in the Gerudo Fortress. You have to run around it until you see one in a cell. You have to do this a few times. But don't let the Gerudo's see you.
The easiest way is to keep hitting him with your Megaton Hammer until he dies.
Go to the Gerudo Fortress and complete the Training Grounds challenge. It is the one where you are in a mini-dungeon and you have to collect loads of keys. The big chest in the middle of the room with all the key doors holds the Ice arrows.
