first go into the radio tower and go up each level beating all the grunts. eventually you will come across someone posing as the director. beat him and you will be told where the director is really being hidden. go there, beat the rocket grunts and burglars and the director will give you a key card. go back into the radio tower, go the 3F, go to the very right of the room, swipe the key card and the big metal thing will disapear, go up the floors beating all the grunts, on the top floor you will come across the teo executives you fouhgt in mahogany town, when you beat them team rocket go away and the director gives you a clear bell for capturing suicune :)
