Use your mouse to aim, and click to blow water on the Dragon and the fires. You must turn the dragon completely red (extinguished) before the last of the four buildings burns down. If you run out of water, fly up to the clouds to refill. If you fail, you can play again. Using the Easy Mode means that you always have water, and the Red Dragon does not fly out of sight as much.
