If you are using the PC version, go to the little box with the neighbourhoods you have made, select your neighbourhood and click the little bin. DELETED.

you cant delete the whole thing, you have to delete the walls and roofs 1 by 1

If you mean the rocks on the neighbourhood terrain (floor) then yes,these big rocks always get in the way and if u want 2 delete them follow the instructions below: 1. go onto a neighbourhood, this may be veronville or whatever 2. in the bottom left corner there will be a menu bar circular thing hover over the options until u find landscape 3. click on that and click bin or use delete button on keypad hope this helps!
