Sadly, once you start downloading an app on your iPod, you have to wait until it has completely downloaded and installed itself before you can delete it.

If you mean you stole the itouch (which you should return, but i won't judge), then just delete the app or restore the itouch. If your itouch got stolen, then you may be able to go on itunes and see your registered itouch information, but i don't think there is a way to stop that.
