To delete a neighbour, go the the little tabs at the top of the game. Click 'Neighbours' then it should come up with a list of your neighbours, pending requsts and other Cityville friends who aren't your neighbours. Then find your neighbour you want to delete, and it either says 'remove' or 'delete'.
