Passlock is an theft deterrent system introduced by GM in 1996, designed to prevent vehicle operation if the proper ignition key is not used to start the vehicle (passlock wasnt used in s-series until the '98 model). The Passlock Anti-Theft system involves resistor codes which are generated by resistors located in the ignition key cylinder switch.
It can not be disabled. It is reset by unlocking the doors with a key or remote.

To disable the anti-theft system on a 98 Mitsubishi Eclipse GS by locking and unlocking the driver's side door. You can also put the key in the ignition and turn it halfway. Leave it in the position for 10 minutes and start the car.
You need to purchase the bypass kit from your local stereo install shop. in the 98 you have Passlock II i believe. If im wrong its passlock I. either way the bypass is pretty easy to do. You will however require a digital volt meter as you will be required to measure the resistance in some pretty small gauge wires. Probably by pulling the fuse for the alarm. If you pull the fuse on it, the car will be disabled. I am not 100% sure how to bypass it as mine came with an aftermarket alarm. To disable that, I just removed the 'brains' under the steering column. Haven't had a problem since.
