if your car is automatic there should be no speed limiter, but if it is 5 speed manual, put an ECU out of an automatic 1996 240sx and the problem will be solved. im almost positive the ecu is OBD1 in the 1996, but make sure youre putting in the same OBD ecu.

you can get it from a junkyard for like 5 bucks, any 240sx window motor will work. dont go to a dealer because I went and they tried to charge $100.
There is no 'governor' in the normal sense. Both the engine RPM and Vehicle Speed are limited by the engine computer. There may be some 'Speed Chip' solutions to remove the speed limiter but, the 96 has a 'Flash' program, not a removable/replaceable module. You would either have to send it out for re-programming or a buy a second ECM (Engine Control Module).
