The Move controller works with the PS3 Move system and is not region based in it's use. So it would work on a European PS3 that had the PS3 Move Software and PlayStation Eye Camera and had current PS3 updates
There are now over 165 different PS3 move games that you can play with the PS3 move although they are not all move exclusive

The PlayStation move is optional equipment for the PS3 so yes you do. The PS3 move has a Move Controller that you put in Sync with the PlayStation Eye Camera when playing a PS3 Move capable game on your PS3. When you purchase the Move Bundle you are only getting a Game, a Move controller that is new to the system and the PlayStation Eye Camera that was already a PS3 accessory. You need the PS3, the Move Controller, the PlayStation Eye Camera, and a Move capable game to use the PS3 Move. Some Move games will only work with the Move system and others will also work with the PS3 and Dual Shock Controllers.
