It varies per country. Several Western countries have independent State agencies that evaluate each year how effective Government policies have been and how well monies have been spent over the past year. Other countries (like the USA) expect the various Government agencies to evaluate their own efforts, and private institutions and think tanks often evaluate Government spending and policies as well.
In many of these countries however, these evaluations have an only very minor impact in Parliament or Congress itself. Apparently politicians like to focus much more on creating policies and budgets than on evaluating how well their policies worked out or on how well the money was spent- unless things went spectacularly wrong and they are confident that they cannot be blamed directly for any resulting disasters.
