There is an observatory on Whorl Isle which can be navigated to via the Polar Isle dock. Talk to the woman who operates the telescope. She'll want five cups of hot cocoa, which you can get from the Chillton General Store. When you give her those, she'll want one log and five skinny sticks. Once you give them to her, the quest is completed.
