Get all the badges, then go to Viridian City. West of it is a small route that turns north. Go north, and you will come to a series of checkpoints, where you will show your badges to the guards there.
You will proceed to the league building, where you will face the league, the Elite Four, consecutively, with breaks in between to heal your Pokemon and whatnot. If you lose to one, you have to restart the league from the beginning.
I advise you to take plenty of supplies, as you don't get to restock in between challenges, and will need all the healing items you can get.
