If you don't have a memory card, you've got nothing to save the downloads onto. The PSP's own internal memory is only for system settings, and its own firmware.
in some app downloads its move to my memory card and then i can install it but in some downloads that app directly download and installed.

You can save downloads to an SD card.
Any modern mobile (cellular) phone has built-in memory. This may be sufficient for some downloads, subject to amount of spare built-in memory and size of the downloaded item. You shouldn't SEND them. You should get a memory card from Wal-Mart, Radio Shack, Best Buy, or some other store like that. You can get a thumb drive and put your card into it and download any songs you want straight to the memory card. The memory card is about twenty dollars, but worth the money. Without a port to attach the memory card to, you won't be able to.
you should have a file browser in the android os. if you have an external sd card installed downloads are usually put in a folder there. otherwise look for a download or downloads folder in memory. there might also be a downloads "app" that shows you progress of previous/current downloads and you can access it that way.
