Yes, Death Knights are able to dual wield in beta, and will also be able to in live WotLK. They can use 2 handed axes, 2 handed swords, 1 handed axes, 1 handed swords, and dual wield the one handed weapons. They CANNOT use shields.
bows are 2h weapons, if I'm understanding the question at all... so even with dual wield you can't have 2 bows. just like you can't dual wield two 2handed swords/weapons. unless you could have monkey grip and dual wield, but that would be op :)
