train a Pokemon to level 100 and then take your 5 other strongest and head on in and bring plenty of full restores and revives. doing it like this i have beat the Pokemon league 183 times and have lost only 3 times. all on the champion.

if you havent got it go to the sky pillar and do all your tough catching business...
its a dragon type which is super effective against dragon and just keep using outrage.
ice is also strong against dragon so use a string ice pokemon and rayquaza (or a strong dragon type) and you should win pretty easily!
