not unless you download riverview. but you cannot change towns and keep the same family though unfortunately. i think there will be an update in the future where more towns are added and you can change without switching families though.

I have the Sims 3 for PS3 and I have seasons (which is only out for PC right now and probably won't be out for PS3 or X-Box 360. But you can buy both the Sims 3 and the Seasons expansion pack in the Sims 3+Seasons)In the original Sims 3,I don't think there is a name for the neighborhood/town you live in. In Seasons, you can buy neighborhoods/towns but it comes with a neighborhood/town called Sunset Vally. so to answer your question, no. In the original Sims 3 you can't change the name over your neighborhood/town

As far as I know, there is no edit town mode in any console versions of The Sims 3. This is only in the PC version.
