Many times Explorer will remove or disable the Folder Option in Tools but there is a way to deal with it. If Folder Options is disabled but Registry Editor is still working in your system, then you can enable Folder Options by editing Windows Registry.

it depends on how u disabled it. if it was a virus, you should probably just reinstall windows, or if you disabled it by accident then you could probably get an third party freeware program that allows you to tweak your windows system, and then you could re enable regedit from there. try tuneup, its pretty good, or just google search "free windows tweaking programs"
