Most cars have one included from the car manufacturer. To enable you turn the key to a certain position that does two things, locks the ignition so it cant be turned on to start the car and second it activates the steering wheel lock so the steering can't be turned.

Is there any name for the steering wheel of a boat?

The word "helm" can be used, but it generally refers to the entire steering mechanism, whether it's a sumple rudder and tiller, or a pneumatic wheel. I'd normally say "wheel" to differentiate it from a tiller, and to single that particular piece out from the entire mechanism, but "helm" is also fine.

What is collapsible steering?

A collapsible steering column is a mechanism that is used to transfer energy from the steering wheel into the steering gear box, which transfers energy to turn the wheels of a vehicle. Though the designs for steering columns have varied since their inception, a typical collapsible steering column looks like two interlocking shafts that attach directly to the steering wheel and the steering gear box. The steering column is the shaft directly under the steering wheel in which the ignition and automatic shift levers are often located.
