Insert allows to insert new text into existing text, without deleting the existing text. Overwrite writes overthe existing text with the new text.For example, if my cursor was at the beginning of the word "apple", and I typed "bad", then in insert mode I would now have the text "badapple", but in overwrite mode I would have the text "badle".
The lower text box should be blank. In the top one you would have the content you want to replace. By having nothing in the bottom one, then the specified content will be replaced by nothing, in effect deleting the specified content.
When deleting text on Picasa, the user will need to click on the box of text. Next, users can click the X on the corner of the box to delete the text.
