If you mean evolve a land forme Shaymin into a Sky forme, then you must get the Gracidea flower. To obtain that flower, you must go to Floaroma Town in Pokemon Platium that will be released on May 22, 09. Though the lady next to the sign will only give it to you if you transfer a NON-CHEATED Shaymin into Platium. Shaymin that were caught with Action Replay, codes, etc will not qualify for the lady to give you the Gracidea. Basically, transfer the event Shaymin (feb 8 - 14) into Pokemon Platium on May 22 (and beyond), put it into your party, talk to the blonde lady in Floaroma town outside, and she'll give you the flower, though Sky Shaymin cannot be activated at night.
