You mean the ones that evolve through trade?You can always meet up with a friend who has a Gen IV game (Diamond/Pearl/Platinum & HG/SS) and trade the traditional way:
Put the Pokemon that needs to be traded to evolve in your party.
Both you and your friend should go into the Pokemon Center and enter the Union Room.
Walk up to your friend's "character" in the Union Room, press A to talk to them, and select Trade.
Then trade your Pokemon.
Once you've traded and your Pokemon has evolved, trade back.
