In all the Pokémon games since 3rd-gen, like Sapphire and LeafGreen, there is only one way to evolve Seadra (Water) into Kingdra (Water/Dragon). At any level, Seadra can be traded while holding a Dragon Scale to a friend. Just like trading a Kadabra but regardless of whatever item Kadabra is holding, Seadra will evolve into a Kingdra in the trading process. However, beware that your Kingdra will no longer be holding the Dragon Scale, so you might want to have more than one before using one for evolving Seadra.
