Unfortunately, phones do not evolve in soul silver since there are no phone type Pokemon available. However, due to the positive fan feedback of Pokemon types in Black & White (Such as Trubbish and Vanillite), Nintendo has already confirmed that generation 6 will indeed have a phone type Pokemon.
