On route 216 there should be an Icy Rock that is where you should Lv. up Eevee so that it will evolve into Glaceon. I had a Lv. 59-60 Eevee that I Lv. up there so I ended up with a Lv. 61-62 Glaceon and now my Glaceon is at Lv. 74.
