Actualy the way to do it is (1) Beat Dialga (2)Beat The Main Bad Guy (3)Recruit Palkia (4) Recruit Manaphy (5) Get Manaphy to tell you about the Marine Resort (6) Go to the evolve place and it will allow you to evolve.
