I sure do hope you mean evolve a feebas, because if it's not, oh well. So this is what you do: All you need is either Blue or indigo pokeblocks (or poffins, depending on what game you're playing), and be sure they're pretty high level, because you need to max out feebas's beauty level to evolve it to a milotic, and if you don't do it right, it won't evolve at all, and you'll have to start all over.
