You could use an exercise bike, rowing machine or treadmill indoors.
Doing household chores are great ways to exercise, by simply making it as a hobby unconsciously you get sweats and shreds some pounds.
It could go either way. But, I believe that biking outside might give you more exercise because you're going up and down hills, trying to balance. With an exercise bike, you're really not going anywhere.
