Basically Special Relativity is this; the speed of light is constant and does not depend on the motion of the source. Example:

If you are running past your friend, who is running slower than you and a ray of light passes both of you, you and your friend will see that same exact ray of light passing at exactly the same speed. The only way for this to be possible is if time varies!
