The government has run hundreds even thousands of tests on each drug, determining temporary side effects (otherwise known as a high) and long term side effects (ones that after a while take a toll on you) and also how addictive they are, from there on it is decided if it is to be made illegal or not.
But you answer your question:
Every drug has its own ''High'', this is why people have their different preferences of one over the other.
I'm not certain but they are categorized as;
Illegal- Methamphetomine, Cocaine, Acid, etc.
Pharmaceuticals;
- Benzodiazepines
- Tadalafil
