Go to their farm and point your cursor their crops or plowed land and you will see the your cursor will change into a sack of fertilizer then just click the mouse and start fertilizing their crops.

In Farmville you can't fertilize your own crops, but you can fertilize a neighbors crops. To do this you need to go to a neighbors farm and after you are done helping out on their farm, you are given the option to fertilize their crops. A bag of fertilizer will appear when your pointer is hovered over a ferilizable area of plowed land or vegetation. you can only fertilize five plots per neighbor everyday. And in return, they may help you by fertilizing your crops.
Although I'm not sure, I believe that you need to reach a Three Star Mastery on a crop before you can fertilize and you may only be able to fertilize the crops that you've mastered.

There are two ways:1) Click on one of your neighbors tabs in the bottom of your own farms screen and click "visit/help neighbors farm" and you will be asked to fertilize.2)When playing (not in full-screen mode), there are tabs above the game box(Free Gifts, Play, My Neighbors). Click on "My Neighbors" and the game will show you a neighbor that needs help. Visit their farm and fertilize!
