the rains come all at once and there are no trees or other things to absorb the water quickly enough, plus there are many ravines which allow it to collect in very rapidly and easily. At one time the deserts were rich fertile lands. So the water just rushes over the surface of the hard dry packed earth and drains into ravines causing flash floods. But enough water is retained to enable a multitude of hardy cacti to bloom and many other things are managed as this is an integral part of the deserts' ecosystem where all life has learned or adapted to survive.
