In Golden Harbor, turn on the 5th, 3rd, 4th, 2nd, and 1st lights in that order. This will prevent you from turning the wrong ones off.

The lights at Golden Harbor have to be turned on in certain sequences, or some go back off again. You need the 1st, 2nd, and 4th to be lit. The sequence of lighting them can be 4-2-1 or 2-4-1 (this may have changed since the island was opened).
The "arch" is the draped doorway between the 3rd and 4th lights. There are 5 markers, and three jewels that indicate which of the five street lights should be turned on to reveal the map piece. The jewels mark the 1st, 2nd, and 4th lights, but they should be turned on in the reverse order, right to left : 4th, then 2nd, then 1st (the one nearest the dock).
