Individual citizens cannot submit requests for search warrants. ONLY law enforcement may do so.

It must be based on articulable 'probable cause' and then reduced to writing on an affidavit (i.e.: sets forth the specific reason the warrant should be issued). The affidavit is submitted to a judge or magistrate for review, and if they agree, they sign it and a warrant is issued.
