Just for clarification, the radiator is inaccessible for filling in a Chrysler Sebring.
For adding coolant/water, use the coolant overflow reservoir located on the passenger side of the engine just above the wheel. You should see the silver lid with the writing DO NOT OPEN WHILE HOT warning stamped on it. The reservoir is white translucent with a Cold Fill Max line on the side facing the motor. This is the line you will use as a reference when filling. If you cannot see this line due to grime/dirt, wipe away the grime/dirt so you can.
DO NOT fill the reservoir while the engine is hot! Fill the reservoir when the engine is cold (first thing in the morning, before starting engine), up to the line. Use a 50/50 mix (50% distilled water, 50% coolant) to fill. If using water, as you have asked, use distilled water. Non-distilled water will form deposits in the engine which might cause problems later in the life of the car. Lastly, if you decide to use a coolant mixture, be sure to use HOAT (Hybrid Organic Acid Technology) coolant or equivalent ONLY! DO NOT mix green coolant! If you do mix them accidentally, you could run the chance of causing the coolant to clump which will lead to either expensive repairs (radiator and/or heater core replacements) or engine failure due to overheating.
I recommend using either the Chrysler recommended Mopar coolant from the dealership, or Prestone Extended Life (50/50 premixed) which can be bought from any major automotive parts outlet. Walmart also carries Prestone Extended Life 50/50 premixed.
The thermostat for a 2004 Sebring Convertable is in under the water outlet for the BOTTOM radiator hose. This is behind the alternator which will have to be removed, after you remove the belts. Plan on an afternoon of work. Hope this helps.

The thermostat is located in the water inlet where the radiator hose connects from the radiator to the engine.
