To fill your Mercury Outboard Trim boat motor, lower your engine to a 45 degree angle, Make sure your boat is level. Remove fill screw, and add the amount of fluid required to fill.
When wired correctly, the smaller trim buttons are designed to operate through the trim cycle only. The larger tilt / trailer button is used to tilt the outdrive up, for clearance when trailering the boat.
In the old days, SAE 20 motor oil was used, later models use automatic transmission fluid, or trim fluid sold by the manufacturer. Try to determine what was previously used in your unit and refill with the same.
Most likely is a short in the trim power wiring. I'd start at or near the control handle then near the shift & throttle levers on the engine.

You can fill the power trim reservoir on a 90 hp Yamaha outboard by finding the input chord funnel and filling it with a mixture of 75 percent water and 25 percent soapy mixture.
