in order to find giovani in the basement you must battle one of the rocket people in the building. after beating him he says "o no i dropped the elevator key"(wtf!). then go to any elevator and click b4f then when you come out go left and there will be a pokeball on the table and pick it up. then go east then go up you have to battle the 2 guys then you go up after they open the door and there you will find giovani and he will battle you.
