Tortimer is on vacation on an isolated island. He will tell you when you pay your 36,800 home loan, giving access to the island. However, this island is not free; the island cost 1,000 Bells to travel to the island. (You have to talk to Kap'n at the ocean.) Tortimer will be the main helper in the mini-games on the island.
