You will first need 3 Pokémon with maximum happiness in your party and then you will need to soar and you will come across a Mirage Island called Nameless Cavern which is around the area of Sootopolis City. On the island you will see a portal and you will come into contact with Uxie, Mesprit or Azelf based on the in-game time. Uxie will be available between 8 PM and 9 PM, Mesprit will be available between 4 AM and 7:59 PM and Azelf will be available between 9 PM and 3:59 AM.
