The so-called plat maps kept by the County Clerk in some states record parcel numbers and can lead to the discovery of the owner of record for any property on file in the County Clerk's office.

In other states you must visit the city assessor's office and find the parcel on an assessor's map.

Some land records offices have online search sites where you can research the ownership of land. Some of those sites have a feature where you can type in the property address and any documents affecting that address will be available for viewing. You can look at the most recent documents to find the present owner. You can also go to the local land records office in person and the staff will show you how to access their records.

If that's not possible you can go to the local assessors office to look up addresses and the owners names. Some assessors offices are also online but not all provide the owner's name.
