Cyndaquil, the original form of your Typhlosion, can only be obtained in a few games.
In Gold, Silver, and Crystal, Cyndaquil is a starter pokemon, and is only available if you choose it as a starter.
In Emerald, Cyndaquil is a reward for completing the Hoenn Pokedex.
And in HeartGold and SoulSilver, Cyndaquil is a starter pokemon as well.
And so, after you find a Cyndaquil, evolve it into a Quilava at Level 14, and then into a Typhlosion at Level 36.
