When you have the National Dex, go to Sailor Eldrich's house in Canalave City. Sailor Eldrich's son is trapped in an eternal nightmare that Darkrai put on him. Talk to Sailor Eldrich, and he'll take you to Fullmoon Island to find the Lunar Wing. On Fullmoon Island, you will see Cresselia, who will run away, leaving the Lunar Wing behind. You can cure Sailor ELdrich's son and then chase down Creselia. If you just need to see her, then when she runs away on Fullmoon Island, she will be added to your Dex, so that's all good.
