on naruto ultimate ninja storm you can get the 1st, 2nd, 3rd, and 5th hokage, to get the 1st and 2nd you need to download them at the playstaion store and yes they are free, unfortunatly you cannot play as the 1st and 2nd hokage they are just support characters but you can play as the 3rd and 5th
