How do you get flash in Pokemon Sapphire for Game Boy?

you get it after you get cut were you on the ss anne go to celidon city you go all the way through diglets cave just to the right of the city and when you get to the other side go down and you will see a see a tree you can cut. cut it and go in side the building further down and talk to the guy in glasses (only if you have caught over 10 or 20 pokemon)

First,when you get out of viridian forest,cut the tree,and go down into the building that takes up all the space so that you have to go into it.once there,talk to the aide,and if you have atleast 30 pokemon,he will give you flash.

When you get to Vermilion City enter Diglett's Cave. You'll exit by Pewter City, then go south, and you'll enter a big building with one of Professor Oak's assistants in it. He'll give you the HM05 (Flash).
