by starting at whiterun, (city north of river wood, the first town you encounter after the attack at Helgen) there is a mountain. on the right side of the mountain is a town called ivarrstead. there are two easy ways to get there. from whiterun, head north, until youu can see the end of the mountain, and then head immediately east, and then south. the alternate way is to get a carriage to riften, and run west, but with a slight northern angle.. so basically WNW, half way between north-west and west.
from ivarrstead, there is a path called "thousand steps" ( think), and there are poles with rags whipping in the wind attached to them, that will lead you to the top.
It's basically about the high king's murder and dragons returning back to Skyrim.
