Climb the outside to reach the top floor, where Grandpa has apartment 33-C. If you don't have the address, or have not chased Manny, there is no way in even if you can climb the building.

Well you have to get the address book in the parents bedroom at the house and find the grampas address in it... then you exit the house go right and have to find Manny(etc.) and then go right to leisure towers and just climb up the windows but dont get the blinds closed on you or something dropped on you or you will go back down or thrown to the side. When you reach the addressed window, just go in!
